Scaphio, Phantis and Tarara the Public Exploder devise a plot to overthrow the Flowers of Progress and regain control over Utopia.Lady Sophy recalls the youth she wasted trying to find a virtuous husband, and reveals her sorrow in discovering the faults of King Paramount in the public newspaper.
